Nowadays, voice actors are most often professional theater and movie actors, but until 2000s, it was more common to use voice clips from elsewhere or to use non-professional cast made of game developers themselves. That was to save money for a part of the video games that until some moment wasn't too necessary, due to video games selling in relatively low numbers compared to the modern days and the factor of limited memory and peripheria, not allowing both to store and produce high-quality lengthy voice clips from personal computers, consoles, etc.
