The Programming Partnership were two physics graduates, Nic Shulver and Steve Cook. Shulver focused on the ZX Spectrum and Cook on the Commodore 64. They ported a few games, mostly for Infogrames, and Shulver had to learn C and a bit of French. Some of these ports have sound drivers and music not found elsewhere, even in other ports of the same games, so they may have composed as well.
