Kazuo Okabayashi worked for a short time as an arranger and sound programmer who worked on the Sega Genesis at Dragnet.
Audio Development
Kazuo programmed his own sound driver. He most likely wrote the music in either Z80 or 68000 assembly or in a custom Music Macro Language.
