The basement theme is played during the dank, but still civilized areas of the Fratelli's hideout. It is played mostly in areas of the game that are easy to get through, so it becomes a welcomed sound.
The Famicom game Wai Wai World (FC) uses an arrangement of this song. That game credits Shinya Sakamoto, Atsushi Fujio, and Shigemasa Matsuo for sound, so either of them could have been responsible for the arrangement.
