Paperboy 2 is a diagonal-scrolling action game, and a sequel to Paperboy. Similar to the first game, the goal is to deliver papers to your subscribers and damage your non-subscribers' houses, as well as dodging obstacles all the while. Also like the first game, there are a bunch of zany obstacles to avoid, such as a dog chasing after a food truck, ghosts and gargoyles, runaway baby carriages, and cannons.

There are a few new features not seen in the first game; The ability to throw papers to the left and right, the option to play as a papergirl, and also a password option. There are twenty-one levels in the game; seven levels for each day of the week for three paper routes; Easy Street, Middle Road, and Hard Way, similar to the first game.

Like the NES and Game Boy versions of the first game, the game's development was commissioned to ghost developer Eastridge Technology by Tengen and Mindscape. It is also possible that Gray Matter worked on graphic designs.

Music

Like most Eastridge Technology games, there is a minimal selection of music. Paperboy 2 only consists of two songs; the Paper Route and Training Course themes. The SNES version's music is arguably the most well-known version. Many listeners have compared the song to the Seinfeld Theme due to its use of the Korg M1 Slap Bass patch, as well as the song being in the key of E. However, Rich Shemaria, the game's composer, said that it is unlikely that he was inspired by the song because he never watched the show. According to Rich, he listened to the music of the first game and tried to capture the feel of it in this game. This can be supported by not only every beat using the cowbell after the intro, but also because the song plays around the same tempo as the original, and the song using a heavy bassline.

Rich commented on the soundtrack:

Actually, I wrote and performed the music for this game. I worked for a small independent company here in NYC called Eastridge Tech. (Nick Eastridge, owner). We would get gigs by larger companies to produce games. At the time, 8 track technology had just become available (prior to that, you only had 3 tones to work with). I did it all on my DX 7 and Roland 505 drum machine. Hard to recall but, I probably was influenced by Seinfeld but to be honest, I never watched the show. I had listened to the original Paperboy and tried to stay within that sound.

According to Rich, the music sounds a bit different than he wrote it. This is most likely due to Nick Eastridge, the game's sound programmer, arranging his music for the SNES.

As per usual with Eastridge Technology games, this game lacks credits. Rich Shemaria identified himself as the composer, and Nick Eastridge as the arranger and sound programmer.

The game doesn't use the SPC chip in the standard way, so usually, the game would have to be ripped in SNSF. However, KungFuFurby reprogrammed the sound engine so that SPC files could be logged.
